Let’s Separate Data from Fear

There’s a growing narrative that “e-bikes are making trails and roads more dangerous.”

But when you look at the actual data — not headlines, not social media clips — the story becomes much clearer.

Bicycle fatalities have existed for decades. Long before pedal-assist motors were introduced. Long before Class 1 e-bikes were even a category.

If we’re going to make smart policy decisions — especially here in Pennsylvania — we need facts, not fear.


The Reality: Bicycle Fatalities Are Not New

According to the National Highway Traffic Safety Administration (NHTSA), there were:

  • 1,166 pedalcyclists killed in traffic crashes in 2023
  • Nearly 50,000 bicycle-related injuries
  • 81% of fatalities occurred in urban areas
  • 53% occurred in darkness
  • 34% involved alcohol (driver and/or rider)

The average age of cyclists killed? 48 years old.
87% were male.

These trends have been developing for years — well before widespread e-bike adoption.

The primary contributing factors remain:

  • Motor vehicle interaction
  • Low visibility conditions
  • Alcohol impairment
  • Road design
  • Risky behavior

Not whether a bicycle has a 250-watt assist motor.

Here’s the Important Clarification Most People Miss

Beginning in 2022, NHTSA reporting categories began including “motorized bicycles” under pedalcyclists.

That means federal crash data often does not clearly separate:

  • Traditional pedal bicycles
  • Class 1 pedal-assist e-bikes
  • Throttle bikes
  • High-powered electric dirt bikes

When someone says “e-bikes are driving deaths,” the dataset itself does not cleanly isolate compliant pedal-assist bicycles.

That distinction matters.


What About E-Bike Fatalities Specifically?

The U.S. Consumer Product Safety Commission (CPSC) tracks micromobility-related incidents across categories.

From 2017–2023, CPSC reported awareness of:

  • 193 e-bike related fatalities
  • Approximately 87,400 emergency room visits involving e-bikes

Important context:

  • These are not limited to roadway traffic crashes.
  • Some involve loss of control.
  • Some involve motor vehicle crashes.
  • A small percentage involve battery fires.

As adoption increases, incident numbers naturally rise — just like they did when mountain biking exploded in the 1990s.

More riders = more total incidents.
That does not automatically equal higher per-rider danger.

Not All “E-Bikes” Are the Same

This is where policy conversations often go sideways.

Federal law defines a “low-speed electric bicycle” as:

  • Operable pedals
  • Less than 750 watts
  • Motor-only speed under 20 mph

Most states use the 3-Class system:

  • Class 1 – Pedal assist only, cuts off at 20 mph
  • Class 2 – Throttle capable, max 20 mph
  • Class 3 – Pedal assist only, cuts off at 28 mph

A Class 1 pedal-assist bike:

  • Requires pedaling
  • Cuts power at 20 mph
  • Closely resembles a traditional bicycle
  • Is widely used for commuting, health, and trail access

An electric dirt bike that:

  • Has no pedals
  • Exceeds speed limits
  • Weighs significantly more
  • Is throttle-dominant

… is not the same thing.

Lumping them together is like calling a moped and a Harley-Davidson the same vehicle.


What Actually Drives Bicycle Fatalities?

The Insurance Institute for Highway Safety (IIHS) confirms that the overwhelming majority of bicyclist deaths involve collisions with motor vehicles.

Common factors include:

  • Speed of automobiles
  • Poor lighting
  • Roadway design
  • Impairment
  • Failure to yield

The presence of a compliant pedal-assist motor does not fundamentally change those core risk factors.

If someone rides recklessly — whether on a BMX bike, a road bike, or a Class 1 e-bike — behavior is the issue.

Not electricity.


The Pennsylvania Conversation

Here in Pennsylvania, trail systems like the GAP and Sheepskin Trail are major tourism drivers. Riders use Class 1 pedal-assist bikes for:

  • Health and mobility
  • Age-related assistance
  • Joint preservation
  • Commuting
  • Extending range
  • Supporting local businesses

When we talk about regulating access, we must distinguish between:

✔ Class-compliant pedal-assist bicycles
and
✘ High-speed electric dirt bikes masquerading as bicycles

Target the actual problem.

Don’t penalize responsible riders who are following the rules.

The Pennsylvania Department of Conservation and Natural Resources (DCNR) and local trail authorities have an opportunity to lead with balanced, data-driven policy — not reactionary bans.


The Balanced Approach

If safety is the real goal, then focus on:

  • Enforcing class compliance
  • Removing illegal high-speed devices from trails
  • Improving visibility standards
  • Addressing impaired riding and driving
  • Investing in infrastructure
  • Educating riders

That’s smart safety.

Blanket fear-based restrictions are not.

Bicycle fatalities are serious.
Every life matters.

But the data shows clearly:

This is a road safety issue.
A visibility issue.
A behavior issue.
An infrastructure issue.

It is not simply an “e-bike problem.”

So why are some policymakers acting like these bikes are motorcycles in disguise?


Speed Is Being Used as a Scare Tactic — But It Doesn’t Hold Up

Some critics say “e-bikes go too fast!” But here’s what the data shows:

Average traditional road cyclists frequently ride 18–25+ mph. Professional and recreational riders often exceed 20 mph on pedal power alone.

✅ Research demonstrates average e-bike trip speeds around the 20 km/h mark (~12 mph)—and in some cases up to ~24 km/h (~15 mph) — similar to many pedal cyclists, especially recreational riders.

So let’s be clear:

Pedal bikes regularly hit or exceed the very speeds that lawmakers are using as a justification to regulate assisted bikes.

Are kids who pedal a hard gear downhill suddenly going to need licenses next?

No — because that argument is nonsensical.


E-Bikes Are About Access — Not Laziness

There’s a myth that e-bikes are “cheating” or “not real exercise.”

But numerous studies have found that:

📍 E-bike riders meet moderate physical activity guidelines even with motor assistance.

📍 E-bike riders ride more often and farther than traditional cyclists, increasing their overall weekly activity.

📍 Health research shows cycling (including e-bike riding) contributes to improved cardiovascular health, mental well-being, and cognitive function.

Does weight magically make traditional bikes unsafe? Of course not.

Weight has nothing to do with whether a vehicle should be categorized with bicycles — especially when Class-1 e-bikes top out at 20 mph of motor assist.

This is fear dressed up as “science.”


Let’s Be Consistent: If Speed Is the Issue, Regulate Every Bike

If lawmakers want to restrict all bicycles capable of exceeding 20 mph, then fine — let’s create laws based on actual performance, not on fear of technology.

Yet no one is demanding racer licenses for cyclists — even competitive cycling events often see riders hitting 25, 30, 35+ mph without a second thought.

Why single out Class-1 e-bikes and treat them as something other than bicycles?


Other Jurisdictions Get It Right

Federal U.S. standards (like those codified in Title 23 of the U.S. Code) clearly define e-bike classes:

➡ Class-1: assist only while pedaling, tops out at 20 mph
➡ Class-2: throttle assist, tops out at 20 mph
➡ Class-3: assist up to 28 mph with speedometer

Most states recognize this three-tier system, and most do not require licenses or insurance for bikes that meet these specs.

Yet some states without this classification system default to treating e-bikes as motorized vehicles — which leads to policies that make zero sense on trails or bike paths.


The Real Benefits Being Ignored

Here’s what lawmakers are missing when they legislate out of fear:

🌱 E-bike adoption reduces car trips and carbon emissions.

❤️ More riders = better public health outcomes, especially among older adults.

🚴 Trails become more accessible to riders who otherwise couldn’t handle strenuous terrain.

And maybe the most important point:

E-bikes make biking inclusive. They bring people into the cycling community who would otherwise never participate.

That’s not a problem — that’s a massive win for health, community, and transportation equity.


So What’s Really Driving These Laws?

Not safety.
Not data.
Not logic.

It’s fear and lack of understanding.

When people don’t understand technology, they often react by trying to suppress it — but that never solves the underlying issue.

What we need instead is:

Education for lawmakers and the public
Consistent application of e-bike classifications
Enforcement focused on behavior — not equipment
Common-sense policies that align with how real riders use bikes today

I do see both sides. Bad actors ruin good things. Enforcement matters. Trails need protection.

But if a state wants accountability without destroying the category, here’s a reasonable solution:

  • Regulate only bikes outside Class 1 specs
  • Enforce what already exists

✔ Voluntary or Light Inspection

  • Annual shop inspection
  • Simple compliance sticker or stamp
  • Similar to boats or ATVs—but only if needed

✔ Education First

  • Signage explaining bike classes
  • Trail rules based on behavior, not power source
  • Penalties for reckless riding—motor or not

Do not punish compliant riders because enforcement is inconvenient.


This Is About Education, Not Fear

A lot of anti-e-bike sentiment comes down to one thing:

People hate what they don’t understand.

E-bikes aren’t the enemy.
Ignorance is.

  • Kill a growing mode of transportation
